Bushfire Hazard Management Planning
SEAM is accreditated to conduct Bush Fire Attack Level (BAL) Assessment and prepare management plans.
We hold a certificate as an Accredited Bushfire Practitioner. The accreditation is for scopes 1, 2, 3A, and 3B as per Part 4A of the Fire Service Act 1979
This enables our company to conduct a Bush Fire Attack Level (BAL) Assessment, which is part of a Bushfire Hazard Management Plan.
As background, following the Victorian bushfires in 2008, and the subsequent royal commission, an amended Australian Standard was adopted namely AS 3959 – 2009 :Construction of buildings in bushfire prone areas. It specifies requirements for the construction of buildings in bushfire prone areas in order to improve their resistance to bushfire attack from burning embers, radiant heat, flame contact and combinations of the three attack levels. Currently the whole of Tasmania outside of urban areas and some coastal areas is classed as bushfire prone.
Although this Standard is designed to improve the performance of buildings when subjected to bushfire attack in designed bushfire prone areas there can be no guarantee that a building will survive a bushfire event on every occasion due to the unpredictable nature and behaviour of fire and extreme weather conditions.
The objective of the Standard is to prescribe particular construction details and setbacks for buildings to reduce the risk of ignition from a bushfire.
In Tasmania the Standard is called into the Building Act 2000 for building activity and into the planning system via the Land Use Planning and Approvals Act 1993 as a Planning Directive 5. The requirements are also now a Code, known as the Bushfire Prone Areas Code under the Council Interim Planning Schemes which will also roll over into the new Tasmanian Planning Scheme.
This work includes measuring slopes, aspect and distances from boundaries and water courses and determining the vegetation types within 100m of the proposed development. This information is then recorded and a report is prepared suitable for submission to Council.
The Bushfire Report follows the approved form of a Bushfire Hazard Management Plan as issued by the Chief Officer of the Tasmanian Fire Service on 7 February 2014 and as called into the various Council Planning Schemes. It is in 3 parts:
1. Report Scope;
2. Bushfire Report including a Bushfire Attack Level (BAL) Assessment for a proposed new development be it a planning proposal, a building proposal or a tourism development. The report is based on and in accordance with the AS 3959-2009 – Construction of Buildings in Bush Fire Prone Areas and the Guidelines for Development in Bushfire Prone Areas of Tasmania (Tasmania Fire Service 2005), and
3. The Bushfire Report also includes a Bushfire Hazard Management Plan (BHMP) which has as an attachment a Certificate of Compliance to the Bush-fire Area Code under Planning Directive 5.
The Bushfire Report is to be submitted to your Building Surveyor and to the local Council for approval, along with other relevant documents for a permit. See more detailed information
